The objectives of the presented strategic plan are as follows, within the scope of the objectives according to Section 3 of Clause 2 of the Sudurpashchim Province Research and Training Institution Act:

1. To enhance institutional capacity, conduct quality training and manage learning.

2. To engage in dialogue, study, and research on contemporary issues of good governance, development, and service delivery.

3. To provide technical advice and expert services to provincial and local governments on necessary subjects.

4. To promote inter-government coordination, networking, partnership, and collaboration.

5. To develop overall human resources.
